Not sure what weapons equipped, this save was created by my gf and it looks like she's aboard the normandy so I'm guessing the weapons are locked up somewhere.

Here try this:

Credits= 999,999
Powers= Rank 500
Level-Up Points= 255

If this doesn't work then that means that you can't increase a powers rank past 6 :(
